Admin User Management #6

Need a way to manage users in the system. This extra user management page will be available to only administrator users.

On this page we will:

[ ] List all users in the database
[ ] Have an indicator for active/inactive users
[ ] Have ability to set the user to inactive
[ ] Have ability to hard delete the user and all their recipes from the system
[ ] Have the ability to update a user's password
