Each registered contract has one resource with attached ResourceHolderPermissions that describe the permissions of users or groups.

[x] Fix bug with to grant resource id not for requesters but to registered contracts

[x] Run migration with command:

python -m engineapi.scripts.metatx_resources update-to-resource
python -m engineapi.scripts.metatx_resources clean-metatx-requesters

ps clean-metatx-requesters not applied, decided with @Andrei-Dolgolev to save this empty uuid for a while
