where is it and why does it refresh so slowly

The source code for the explorer currently running in production is not yet publicly available, but you can use the one developed by @moneroshill (https://github.com/mooonero/mordinals/blob/master/ordinals_viewer.html). Additionally, we plan to release a public API in April for your convenience.
