very erratic hashrates with default MAX DIFF of 1000 on litecoin #54

In general, shouldn't we always serve out shares less than network diff? I noticed some VERY erratic rates when stratum was handing out shares with diff > network diff.

Wanted to confirm that my thought was correct.

Maybe it has something to do with the never ending retargeting when theres no way to get to the desired shares per N seconds?

For example, I have a max diff of 600 set, so its constantly trying to set it to max, because im averaging 10 shares per 30 seconds.
