Uploaded mods with no mcversion should be accepted #93

If an uploaded mod has no mcversion settings in the plugins.yml, then it should be assumed to work for ALL minecraft versions, and still accepted.

There are some big plugins - PermissionsEx, Multiverse, Dynmap - that omit this setting
