correct CI to generate the UML model #11

Currently CI uses Moose9, it's probably better to use Moose10 But the main point is to load the Cpp model in Moose which is not done by default, so

  1. the baseline needs to be corrected
  2. Cpp model needs to be loaded in the CI to be able to generate the UML

Also now: the action used: cloudbees/plantuml-github-action seems to have ceased to exist.
