ModelsBrowser: menu action should always run on the model #949

Because of the default setting "filter out stubs", the menu applies to a MooseGroup by default. That is annoying, as it expects a Model and thus we have to change the setting just to be able to serialize or delete a model.

Ah, same issue as #558

I reworked the way "filter out stubs" works to only impact the propagation and not any other command
