Create a tool that helps dragging a geonote to repoition it.

Added geonotes move tool in changeset 63:96de53300d25

Since it was too complicated to create the animations of the dragging, the 
position data are updated directly into the database. This leads to a delay in 
the refresh of the new positioned geonote. It should not disturb too much, 
Luca, please let me know what you think about it.
