add more then one Annotation Layer #59

Sometimes having just one Annotation Layer may be a limitation. 
If is it possible to add more then one Annotation layer, it could be a great 
enhancement !

Hmmm, I am afraid that this one is technically not possible. The annotation 
layer is a graphics layer, and only one of every type is permitted by uDig's 
API.
