Add GO_BINARY_BASE_URL env #329

It's convenient to provide the ability to change the default base URL for downloading go binaries, as the default setting - https://storage.googleapis.com/golang - may be not accessible in some regions (e.g. China).

Hello, I've recently taken over as the maintainer of this project and I would like to merge this but I'm being blocked due to the pr not being signed and I'm unable to change that requirement. If you sign the pr I'll merge this.
