Weblate makes a lot of problems:

Not able to lock and block, Open source
Complex setup and maintenance

Searching for alternatives:

https://github.com/MohmmedAshraf/laravel-translations/ - looks good, but Vue and biggest problem only app-scope
https://github.com/joedixon/laravel-translation - looks a bit oldish, also Vue but seems to be configurable for packages, non-Laravel 11 (last update one year ago)
https://github.com/tomatophp/filament-translations - Filament, cool, but TomatoPHP half-baked
