Allow for a variable amount of decimal digits #203

Because different currencies have different values, different decimal digits are needed for different financial accounts.

This is backwards compatible

This is a good thing to support, but I wonder if a parameter to the service is the best way to do this. Ideally it would be based on the currency or some other configuration associated with the FinancialAccount.
