Base ROM Path not being used #175

1. Start EmuHawk
2. Configure the Base ROM path to .\ROMs\
3. Attempt to load a ROM. It will use the Emulator's base path and not the 
configured Base ROM path.  All other Systems (that I could test) worked 
properly.

This only applies to the first ROM loaded, assuming all systems have their 
paths setup to .\ROMs\ or something like that.

I don't understand.

I made a Roms folder in my Nes folder, and changed my NES Rom path to .\Roms
With a NES game open, I clicked "Open Rom" and it immeidately went to \Nes\Roms 
as it should.  If you are getting something different, then I need better repro 
steps.  OR am I misunderstanding the scenario?
