SNES Core not under core menu

What steps will reproduce the problem?
1. Open an SNES ROM.
2. Select the desired SNES Core you want.

What is the expected output? What do you see instead?
It behaves as above.  I would like to be able to select the desired SNES core 
without having to load an SNES game.

What version of the product are you using? On what operating system?
Latest SVN or real close to it.  Windows 7 x64

Please provide any additional information below.
This is not a bug, but a feature request.

I anticipate in the long run that every setting will be accessible without 
having to load up the core, and this will get fixed along with it. We'll leave 
this open as a reminder.
