The user is in China. After PM it transpires that http://feeds2.feedburner.com/ListenToEnglish-LearnEnglish?format=html is not blocked, so perhaps could fall back to feeds2.feedburner.com for TED RSS. However, need to confirm that the TED URLs work (i.e. is the domain geoblocked or are the TED URLS geoblocked).

However, this is likely to be a temporary fix at best. I guess ideally we'd fall back to scraping the TED website.

Can't win a fight against governmental geoblocking. Users have to find a way around it. Good luck.
