[BUG] "More reactions" button does nothing. #281

To Reproduce

Right click on a message.
Try pressing the arrow down to choose from all available reactions.

I recorded a video demonstrating the issue. In the video, the size of the application area is displayed in the top right corner. The described problem occurs when the width is up to 600 pixels inclusive. There are no issues when the width is 601 pixels or more.

Can reproduce in Chrome Version 120.0.6099.131 (Official Build) (64-bit)

I confirm that this also happens to me on Mulch (Chromium) 123.0.6312.40, on Android 12, and has been happening for a long time.

I've also noticed something that you all probably missed out on: this bug seems to present itself only on channels and groups that have a limited set of reactions setup. If a chat has allowed "All reactions" from the corresponding administrator setting, then this issue doesn't occur and the panel shows up normally. So, it's probably related to the emoji panel variant without search bar.
