Support for people nearby and geochats

Nearby people and geolocalised chats are present in this pull request. These are functions that, although not used very much apparently, become useful in certain cases and having them on a web client makes creation easier for computer users too.

I have respected existing standards and functions, and above all I have respected everything that concerns languages, making these two functions basically already translated into all languages.

I also added support for the choice between kilometers and miles. It is the first desktop client to support all of this.

Thank you for the contribution! The implementation requires some changes (starting screen, saving the option to state), so the feature isn't ready. I will be able to finish it when other tasks are less prioritized.
