The Battle of Blood River event chain ends with the UK releasing Natalia but they never get their cores, so even if they decide to give Natalia autonomy nothing happens. There's two events that can spawn them but they lack a "secede_this = ENG" for Natalian cores, That's also a vanilla HFM issue, I'd just copy HPM's version of those events.
