The poorly funded healthcare crime effects do not work correctly. They are one factor too big, and I think it's because there's a hard limit on how small the modifier can be. The factor could be correct in the files, and it will still be wrong.

Here is a screenshot of what I mean (although the picture itself is from GFM, when that mod still had the same crime effect). I've seen the same thing happen in the original HFM as well.
