The AI always picks the decision to create South Africa as a vassal. This is even the case in scenarios where e.g. Transvaal emerges victorious from the Boer war.
There should probably be a restriction to the decision and/or the AI weights, such as only doing it when the capital is outside Southern Africa or Africa.
