could not send sms error code =1 #813

What steps will reproduce the problem?
1.sending a message I get the above error.

What is the expected output? What do you see instead?
I see the above error message and it just fails to send message

What version of the product are you using? "Last" is not appropriate. Make
sure you tell at least which app you are using. On what operating system?
Websms on samsung se
