Base URL not taking effect #2732

Describe the bug If the Base URL is changed on the UI, it remains at the root (/)

To Reproduce Steps to reproduce the behavior:

Go to General Settings
Click on Base URL
Write Bazarr
Refresh the page and it still works

Expected behavior The app should listen at /bazarr instead There should be an env var or config file to set this also
