This pull request fixes #1600

Some things to note:

This link illustrates that the frozen flag is only used for supply and borrow validation, and is not used in withdrawal or repay validation.
This would add a non-trivial gas cost to supplies, as the reserve configuration needs to be fetched from the pool.
