Global Ringtone/Vibrate/LED Settings For Notify & Notify Plus #139

Add an option to set a global ringtone for Notify & Notify Plus apps. The 
individual settings would be checked first and then this used if those were not 
set.

Do this for Droid Notify/Notify Pro/Notify Plus
