simple-ehm not working with tensorflow 2.7.0 [set tensorflow to 2.6.2] #25

Set versions for requirements.txt to avoid the program breaking when a dependency changes something. For example simple-ehm doesn't work with tensorflow 2.7.0 but does with 2.6.2.
