What steps will reproduce the problem?

What is the expected output? What do you see instead?
I expect the balloons to show only when there is alert from the camera and when
there's a new recording, but they keep on popping up even when the camera does
not detect anything
What version of the product are you using? On what operating system?
3.6.9.0, WinXP SP3
Please provide any additional information below.
I tried to disable the alerts in the camera tab and also disable the display of
balloon tips in the settings but it doesn't help.
