Calendarize our state and federal reporting stuff

For the financial/IRS things, this is dependent on #14 because I (Andrea) want to do this reporting in the accounting application we will be using.

We also need to do our homework for the state corporation things and non-profit status to be sure we're a) doing the things we are required to do by law and b) doing the things we claimed we will do in our bylaws (@see also #12 because some of what we say we will do in the bylaws is currently impossible, improbable, impractical or imprudent.
