This PR ports the Explorer tool to Avalonia. Currently, both the Windows Forms and the Avalonia versions coexist as the Avalonia version needs some more polish (most notably visual fixes, and the fact that it uses a pre-release version of Avalonia), but functionality is complete. Once it's been polished, the old tool will be removed and the .Avalonia suffix will be removed from the project.
