Implement Gen0ERC20Cogateway (2)

Gen0ERC20Cogateway is ERC20Cogateway
Override setup function. Do nothing.

Implement activate function

    function activate(
        bytes32 _metachainId,
        address _erc20Gateway
        address _stateRootProvider,
        uint256 _maxStorageRootItems,
        uint8 _outboxStorageIndex,        
    )

Store the parameters in the genesis storage variables.
Call Gen0ERC20Cogateway.setup();
