Add support for atomtyping OpenFF topology #396

It might be nice to add support for adding support for atomtyping OpenFF topology.

Related to https://github.com/openforcefield/openff-system/pull/114, All we need to do is move https://github.com/openforcefield/openff-system/blob/fd59ce7efac02d15516ea6cbf8fe5939a6495548/openff/system/components/foyer.py#L21-L36 to foyer.
