Reduce tests in CI workflow #831

This PR changes the testing matrices similar to what we did in https://github.com/mosdef-hub/foyer/pull/571

So now, we only use ubuntu-latest to test the various python versions, and only use the latest python version (3.12) when testing different OS images.
