made changs to the settings files for the project, django, and Nginx. Added permissions to allow server to run when not logged on.

For now, we may need a more robust structure for setting up the backend. Pending discussions, we should Dockerize this before we deploy it on our EC2 instance.

This was before we started using fastAPI and was when it was being configured from scratch. Was nuked
