GUAC-78 Fix favicon and page name

Description of changes

• edited the gif file to animate slower. The slow framerate is less distracting and matches the pixel theme.
• tab icon and image changed.
• fixed the hard code on the about page for the accordion feature. turned into a hook for reusability.
• altered index page button sizes.
• added boxes for achievement and leaderboards with hover effect for future linking.

please check on your machine when reviewing to ensure that all pages scale correctly other than the game page.

These code changes are not for the scale corrections to the game window on various screen sizes. This code is to correct visual changes made previously.
