Initial firmware installation - WiFi problem fixed #16

Discovered this week that if installed on a device with no configuration file in the flash memory the WiFi server did not start up - thus there was no way to upload the configuration file. Who knows how long this bug was present, possibly many months. Sorry for that. Fixed now, I believe. Let me know if such problems show up.

That issue was fixed a long time ago. New wifi issue appeared on one of three T3S3 boards I tried. See here: https://github.com/Xinyuan-LilyGO/LilyGo-LoRa-Series/issues/171
