Enable a resident with just Application ID to use mobile app and download credential #41

Problem statement: Residents who have not received their VID/UIN will not be able to use the mobileID app. to download their credentials. Need to build a mechanism for them to use the app.

Proposed solution: We will provide a means by which such residents can use their application ID, get UIN/VID, and then proceed to download their credentials.

Proposed design:

A new resident API will be created on MOSIP platform https://mosip.atlassian.net/browse/MOSIP-21674

@Sujithbn The feature is not working in iOS https://github.com/mosip/inji/issues/185 hence assigning back story to dev team.
