this should link to the PostgreSQL container

[x] create dockerfile for tensorflow-gpu-jupyter with jupyter lab, scikit-image
[x] create docker-compose script
[x] finish aws_instance_setup.sh
- [x] install docker-compose
- [x] git clone .../repo/path
- [x] pull images/build images

still need to create docker that uses this and also installs other needed items like scikit-image

non-gpu tests good

need to test gpu setup and add nvidia driver setup to aws_setup.sh
