Fixes issue #210:

Adds 2.12 compatible preamble
Throws friendly exception when an incompatible preamble is detected

I reduced the changes a bit, basically in line with your first suggestion in #210, and commited that as f05937f57f17656772aff0315677c15447d05f4d. I don't have dvisvgm 2.12 on my machine yet so I have no way to test this, but the change is simple enough that I think it'll be fine.
