Add persp face #16

Adds (only) face for perspective.el, a package I'm quite fond of.

This also adds the common background to face doom-modeline-buffer-minor-mode but it's just a suggestion.

Thank you for the contribution and for catching the missing doom-mode line face, both changes look great! Perspective looks really cool, I'll have to check that out.
