Controllers are too heavy #88

We need to take much of the logic out of the controllers so that the different branching processes can be properly unit tested.

At present it is difficult to follow how the balance is changed and if it is correct.

This is being reduced by the epos updates, but I still feel as though this could be taken further.

With this in mind I'm going to remove this from the epos updates milestone since what was required for that has been achieved.
