Dispatch event on user update #51

Please can you make a title.list service here that returns the array of titles that appears in the config, with the titles being both keys and values (like the now deprecared title.list service in cog?)

@thomasjthomasj If I print out $services['title.list'] in cog-user Services I get an array with the titles as key value pairs so I am a little unsure of what I am supposed to be doing now?
