Can not register new user

What steps will reproduce the problem?
1. Download and install a clean 2.0 version
2. Login as administrator, then Log-Out
3. And press the Register button left

What is the expected output? What do you see instead?
I expect a new page or an error that both login inputsboxes are empty.
But I get:
"We're sorry, but we were unable to service your request. It's possible 
that the problem is a temporary condition."

What version of the product are you using? On what operating system?
Version 2.0 precompiled binaries, on Vista x64.

Please provide any additional information below.

Where can I find any log files indicating what went wronge, when I see:
"We're sorry, but we were unable to service your request. It's possible 
that the problem is a temporary condition."

in rb_logs directory by default

log file set in web.config
try to search something like "rb_log"

This issue has been fixed & Verified. User is created. 

However name is not set or required which leads to other issues.  A separate 
bug will 
be opened.
