Clean install, recycler module fails #84

What steps will reproduce the problem?
1. Do a clean install
2. Go to administration tab
3. go to Recycler tab

What is the expected output? 
to see the recycler

What do you see instead?
Could not find stored procedure 'rb_GetModulesInRecycler' error

What version of the product are you using? On what operating system?
CodeVersion 1883
