make is returning with error because it cannot find INSTALL.git So changing to INSTALL.md

Great catch! :fishing_pole_and_fish: Sorry for the late reply, and thanks for this fix to the ** No rule to make target 'INSTALL.git'... error. Would you re-submit this to the 0.1.4.1-RE branch? That is the branch where I will be taking PRs, before pulling them into main, and submitting it upstream to Alexey's original repo.
