A wee update that clears some really old dependencies from the Gemfile (as in, circa 2015), and also fixes the root page to show up again instead of being forbidden.
The main purpose of this is to start using Gemfile.lock again during deploys; currently this is being discarded before bundle install (so that staging/production has a fresh Gemfile.lock instead of adhering to the one checked in), however this seems dangerous especially with incrementing etna versions.
