Cs update scripts gemfile #250

Updating the Gemfile.lock with dependency versions that match the other projects (to be consistent)
Adding in the convenience script commands to package.json for building the UI files.

:+1: although I'll note that in production each app deploys to its own VM, so there is really no need for consistency of Gemfile.lock between apps, which might also require different gem versions in any case.
