Trusted Players get a "lacks permission to update Setting" on start-up and refresh.

Full message is "Player X lacks permission to update Setting [string of letters]" and sadly the string of letters change depending on game world. But it seems to be connected to them having the file browser rights — turn that off and the message don't pop up.

This also prevents Players to receive the GM theme.

Giving the user "Use File Browser" permissions seems to trigger this (the error message + Players not receiving the theme). Regardless of whether its a Player or Trusted Player.

The "Create New Actors" permission does not trigger this, but perhaps other settings do too
