Bug: Deactivate All Unlocked Modules unlocks some locked modules, throws error #96

the error is unhelpfully vague, even expanded:

just viewing locked modules via the dropdown also throws an error: and it only shows some of the modules actually locked:

I can take a look at this after work, sorry for the delay, was having some health issues this weekend.
