JER encoding. Few things pending:

BIT_STRING encoding is not to X.697 standard. Should be treated similar to OCTET_STRING.
OCTET_STRING encoding is left to the ASN.1 specification about readability of JSON, or leave it as a choice to the sender. In this commit, octets are converted to Hexadecimal.

@spfoos why wrong...? This repo welcomes enhancements, and JER support would be particularly good to add.

Still doing internal reviews before I can submit to your repo. make check fails right now, and looking for the best strategy to address this. @mouse07410
