first effort at building SGA-2024 parent sample #83

Current parent sample is a marriage of HyperLeda, NED-LVS, and the Local Volume Database (LVD), using NED (via queries "by name" and "by coordinates") to validate and clean the sample.

Additional work to be done in a new branch.
