Yet another mixed-application PR. The major developments here are:

Support for a new project to build custom mosaics of low surface brightness galaxies (LSBs), with much better handling of masking and sky-subtraction.
Major updates to the HSC massive-galaxies project with the group at Santa Cruz.
Ellipse-fitting to a larger radius and with much better masking of residuals and satellite galaxies.
Updates to the current version of the legacypipe pipeline.

Merging now and then moving to the scale-up branch.
